I have had the same situation and it is still unclear. A Planning Permit created a number of blocks of land with separate titles and common property incorporating a central driveway and the property has an owners corporation. As each title is over 300m2 planning have advised a planning permit is not required.
There are no building envelopes on the property, something that should have been done to address this issue.
I have attached a title (with owners details removed) to clarify the issue.
The internal street is common property and therefore does not become a street for the purposes of Part 4 Siting.
The properties are known as 1 to 6, 45 Dunsford Street Lancefield.
